In order to understand why the government is so eager to control the influx of refugees it is necessary to look at the evidence. According to home office statistics there were approximately 10,588 applications for asylum in the UK in the second quarter of 2003. The top five applicant countries were Somalia, Zimbabwe, China, India and Pakistan. Also in 2002 the UK received most applications of asylum than any of the other western countries with 24%. It is these statistics and media coverage around the arrival of asylum seekers that heighten grwoing tensions and hostility towards asylum seekers. Media coverage of asylum seekers can be blamed for fuelling hostility towards the seekers therefore the media coverage of the new reforms and how they are presented to the general public will be analysed. David Blunketts new measures to toughen up the asylum system were unveiled earlier this week. It was announced that asylum seekers could go to prison for up to two years if they destroy their passports or travel documents on the way to Britain. It is thought that this would make claiming refugee status more difficult if the refugee doesnt hold the correct papers. Not only is the home secretary taking direct action with the asylum seekers plans have also been revealed to target unscrupulous and unqualified legal advisors in Britain who encourage asylum seekers to make unwarranted appeals. Management of Invasive Cervical Resorption | Case Report Management of Invasive Cervical Resorption with Heithersay approach: a case report. Abstract: Invasive Cervical Resorption (ICR) is a relatively uncommon clinical finding, characterized by invasion of cervical region of the root by fibro-vascular tissue derived from periodontal ligament. In this case report, a 45 year old female patient came with dislodged restoration in maxillary left lateral incisor. She revealed history of trauma she had undergone ten years back with blow from utensil. Her history also stated that she had developed decay in distal aspect of the same tooth for which she had got filling done 4 years back. Here, trauma and intra coronal restoration might be the predisposing factors for ICR. Since this case of ICR was class 3 defect, the Heithersay approach was treatment of choice. Key words: Invasive Cervical Resorption, Heithersay approach, non surgical, trauma, Intra coronal restoration. Introduction: Invasive Cervical Resorption (ICR) is a relatively uncommon clinical finding. This may occur in any tooth in the permanent dentition at the cervical location and invasive in nature and leads to progressive loss of tooth structure1. This pathological process is characterized by invasion of cervical region of the root by fibro-vascular tissue derived from periodontal ligament. There is progressive resorption of cementum, enamel and dentine to eventually involve pulp in the later stages2. The exact etiology of ICR is poorly understood but several predisposing factors have been identified. These were documented following first report by Harrington and Natkin in 19793. Orthodontics was the most common sole factor (21.2%) followed by trauma (14%); intracoronal bleaching was sole predisposing factor for lesser extent and to a greater extent it was in combination with trauma and/ or orthodontic treatment. Surgery involving cemento enamel junction (5.9%), periodontal therapy (4%), bruxism (2%), and intra coronal restorations (15.3%) were less common as predisposing factors. 15% of the patients showed no definite potential predisposing factor2. A clinical classification has been developed by Heithersay not just as research tool but allows for complete assessment of results of cases of ICR by non-surgical or surgical regimen. Treatment of ICR should aim at the inactivation of all the resorptive tissue and the restoration of resorptive defect. For the small, localized lesions (class 1 or 2), he reported that successful treatment was close to 100%. For the moderate-size lesions (class 3), he reported a 77.8% success rate. For the extensive, class 4 lesions, his success rate was only 12.5%2. Part of the confusion about ICR is that it is identified in the literature by at least nine different names. Heithersay1 coined the name invasive cervical resorption used in this article. It is sometimes referred to as extracanal invasive resorption based on an article by Frank and Backland in 1987 4 and was recently labeled as external cervical resorption (ECR) by Patel et al in 20095. The case we are presenting falls under class 3 category of classification based on clinical and radiological findings. Case Report: A 45 year old female patient reported to Department of Conservative Dentistry Endodontics with dislodged restoration in relation to upper left lateral incisor. Her history also revealed trauma she had undergone ten years back with blow from utensil. Her history stated that she had developed decay in distal aspect of the same tooth for which she had got filling done from local dentist 4 years back, which is dislodged now. On examination of 22, there was class III arrested caries and dislodged restoration on distal aspect. In the cervical area of the tooth, red coloured defect was noted (figure 1). On probing this resorptive cavity wall, hard mineralized tissue was felt accompanied by sharp scraping sound. The tooth was asymptomatic. Electric pulp test was negative. No periodontal pockets on probing. Radiograph revealed an irregular ‘moth eaten’ appearance in the cervical area and there were no periapical changes seen(figure2). Management: Since this case of ICR was class 3 defect, the Heithersay approach was treatment of choice. The maxillary left lateral incisor is treated under rubber dam isolation. Trichloroacetic acid (TCA) 90% is applied on small cotton pellet to resorptive tissue on the palatal aspesct of the tooth for 3-4 minutes (figure 3). The TCA is replenished atleast twice till resorptive tissue undergoes coagulative necrosis (figure 4). The resorptive tissue is removed by curettage. Root canal treatment is carried out with hand instruments.(ICR 10) K-files (Mani, Inc. Japan). Sodium hypochlorite 2.5% (Prevest Denpro Limited Jammu, India), Normal saline (Preet International Pvt.ltd. New Delhi, India) and EDTA (Dentsply Maillefer, Switzerland) are used as irrigants during root canal treatment. The canal is obturated with zinc oxide eugenol cement (Vishal Dentocare, Ahmedabad, Gujarat, India) and gutta-percha (Dentsply). Now the resorptive defect is restored with glass ionomer cement (figure 5). A post operative radiograph revealed satisfactory filling of resorptive defect. (figure 6) At a follow-up period of one year, radiograph showed satisfactory treatment outcome and no signs of further resorption. Discussion: Whatever be the treatment modality of treating ICR, ultimate goal should be removal of resorptive tissue and restoration of the defect1. The chosen material which should be esthetic, biologically acceptable and the one that provides strength to already weakened tooth structure 6. Here, trauma and intra coronal restoration might be the predisposing factors for ICR. Since this case of ICR was class 3 defect, the Heithersay approach was treatment of choice. The topical application of trichloracetic acid as an adjunctive measure in the removal or inactivation of active resorptive tissue in cases of invasive cervical rà ©sorption provides an alternative approach to other methods that have been reported 7-11. Since 1977, Heithersay wrote a classic series of articles in which he describes the predisposing factors, features and recommended treatment regimen for treating ICR. He describes class 3 defect can be best treated by Heithersay approach 2. The clinical advantages of this approach are: better patient comfort, avoidance of flap procedure, avoidance of bone removal while gaining access to the defect, control of hemorrhage and inactivation of small, fibro-vascular tissue 6. This treatment regimen is well accepted by patients as it is least traumatic and cost effective and carries good prognosis. Trichloroacetic acid 90% causes coagulation necrosis of resorptive tissues. The additional advantage of TCA is its effect on periodontal ligament tissue adjacent to resorptive site where it is able to destroy actively resorptive cells by same mechanism of coagulation necrosis while expecting uncomplicated repair of the tissues 6. The insertion of suitable restorative material is facilitated by moisture control of both blood and tissue fluids following application of TCA. Thus a moisture-free field was created for placement of glass ionomer cement. Glass inomer cement(GIC) provides some reinforcement to weakened tooth structure 12. While many of the restorations need to be placed subgingivally, the glass ionomer cement used was well tolerated owing to its fluoride release and subsequent antimicrobial effect 13.Conditioning prior to insertion of GIC is not necessary as TCA has been shown to condition enamel and dentine 14. Early and accurate diagnosis of ICR along with well planned treatment regimen can lead to successful treatment outcome and long-term retention of the affected teeth

Dams can have adverse effects on water quality, fish species, migration of aquatic animals, and can create biological isolation by cutting off access of species from one side of the dam to the other. One such quote comes from Colossians 3:22 â€Å"Slaves, obey your earthly masters in everything; and do it, not only when their eye is on you and to win their favor, but with sincerity of heart and reverence for the Lord. † There are several economic factors contributing to African slavery in the United States, three of which will be discussed. Tariffs are one major economic factor that contributed to slavery in the US. The United States federal government taxed imports at rates from 5 to 15 percent, the taxes were primarily designed to create revenue to pay expenses and part of the national debt that the federal government had. These tariffs increase the price of items brought into the US from overseas. As the shipping costs rose and the taxes increased as well as the need for the importers to make a profit as well, the costs of these imported goods became too high and the demand for US products grew. Such products as Cotton and Tobacco could be grown and harvested in the US and sold at a far lower price, and slaves were used to harvest these products and avoid the tariffs. Avoiding many of the costs of importing these types of products and using slaves to harvest them allowed the owners of the slaves to make the money they needed to survive and become wealthy. Another major economic factor contributing to the growth of slavery in the US was the high demand of cotton. In 1793 the invention of the cotton gin, which separated the cotton seeds from the fiber, made it possible for plantation owners to produce more cotton products faster but the harvesting of the cotton could not keep up, more and more slaves were used to harvest the cotton just to keep up with the gin capacity. Once again not having to pay the slaves allowed the plantation owners to become wealthier and maintain a lifestyle they have become accustom to. As time continued, the southern economy became reliant on an Agricultural economy and the growth of agriculture is another economic factor in contributing to slavery in the US. Southern Plantation owners not only were heavy in cotton and tobacco but also started growing rice, corn, wheat, hemp and sugar. In order for the economy to grow the plantations needed to grow, and as the plantations grow so did the number of slaves. Slavery grew to maintain an economy based on agriculture, once again using unpaid slaves allowed owners to continue to get wealthy and maintain there lifestyle. As the slave trade grew so did the relationship between the Plantation owners and the slave traders so much so that exporting became a factor in the economy of slavery in the US. With the so called free labor that slaves brought to the plantations, the owners were able to produce items at such a cheap rate they could sell them as exports to other countries and make money. The cost of these goods in other countries were more expensive to produce mainly because of the cost of labor, where in the south labor was done by slaves. The plantation owners and the slave traders were able to come to agreements allowing both parties the ability to make money, Plantation owners sold goods to other countries and Traders hauled the product back and forth overseas for a profit. Tariffs, cotton, tobacco and an economy based on agriculture, as well as additional income due to exports are a few major factors that contributed to slavery in the United States. The issue of slavery divided the Southern part of the states from the Northern. The North separated themselves as an economy based on industry instead of Agriculture. As Abraham Lincoln campaigned against the expansion of slavery beyond the states in which it already existed it made the northern states conclude that slavery was morally wrong and should come to an end. The southern states wondered how an economy could survive without slaves, not enough money to pay workers to harvest the product and maintain there lifestyle. Slavery was one of many reasons for the Civil War, which had a lasting effect on early America. While it is unfair to say slavery was the only cause of the civil war I believe that many of the causes can be attributed to slavery. I will list three causes to the civil war which barely touches the surface of what I think is one of the most misunderstood wars. The causes I chose are ones that involve slavery in one way or another. First the Dred Scott decision, Dred Scott v. Sandford,(1857), was a decision by the United States Supreme Court that ruled that people of African descent imported into the United States and held as slaves, or their descendants whether or not they were slaves were not protected by the Constitution and could never be citizens of the United States. It also held that the United States Congress had no authority to prohibit slavery in federal territories. The Court also ruled that because slaves were not citizens, they could not sue in court. Lastly, the Court ruled that slaves as chattel or private property could not be taken away from their owners without due process. The Supreme Court's decision was written by Chief Justice Roger B. Taney. Opponents of slavery attacked the Dred Scott decision. In the Albany, New York, Evening Journal they combined two themes and â€Å"denounced the decision as both an offense to the principles of liberty on which the nation was founded, and a victory for slave states over the free states†. This decision divided the north and the south even more deeply the south was clearly a winner in this decision as it help maintain the need for slavery, while the north became even more angered with the south. Second, John Brown’s raid was an attempt by white abolitionist John Brown to start an armed slave revolt by seizing a United States Arsenal at Harpers Ferry in Virginia in 1859. Brown's raid was defeated by a detachment of U. S. Marines led by Col. Robert E. Lee. The intent of the raid was to arm rebellious slaves and allowing them to strike fear into the slaveholders of Virginia. Brown and others were charged with treason and hung in Virginia once again angering politicians in the north. Third the election of Abraham Lincoln, while it is well known that Lincoln was opposed to slavery and the slave trade, he did say that a war would not be waged to abolish slavery but as a way to strengthen the Union. The South did not believe him and felt he was only interested in what was best for the north and thus proceeded to succeed from the union, while South Carolina was the first many others followed, Mississippi, Florida, Alabama, Georgia, Louisiana, and Texas. Images such as those published on television and newspapers around the world exposing society to the abuse of Iraqi prisoners by US troops. Opinions on the publication of these images are divided. Some people in our society are of the belief that, the very act of showing such imagery, acts as mechanism for which terrorist can use as motivation to wreak havoc on innocent people around the globe [For example, The Bali and Madrid bombings]. We are excessively slapped in the face by pictures of local violence and brutality daily. However during times of war, the images we are exposed to bare greater significance and power. One compelling image can change a thousand public opinions. Image makers use certain pictures in order to manipulate society into exhibiting emotions, whether it is passion or sheer outrage, because they know that by exploiting the emotions of society they may sell more newspapers magazines, increase T.V. ratings or change public opinion in an election period to increase votes. The simple world, in which our grand parents lived in, has now become a dangerous and complex one. Everything we treasure can and is being manipulated from our views about Islam and Muslims to our right to free speech and freedom. As citizens and consumers of information, it is our duty to properly analyse, evaluate and criticise those whom attempt to manipulate and deceive us. Indeed if the publication of such images is, in our opinion immoral, then it is our responsibility to ensure that our concerns are attended to. This debate about the images that the media transmits to us, is not doubt going to be around for many years even after the war in Iraq is over. But was it wrong to show these images you may ask. The answer?, is impossible to tell, because public opinion is divided about what the consequences of publishing such photos are going to be, we can only make assumptions, such as if America were to leave Iraq and Iraq were to devolve into anarchy and autocracy worse than the days of Saddam, then that would be sufficient grounds to state that YES, it was wrong to show these images. Also another assumption is that for some [Muslims] the pictures depicting acts of violence will strengthen their resolve and loyalty to Al Qaeda. Others believe that America should not have gone to Iraq and now must stay to prevent the country falling into anarchic state. Our decisions and views are complex issues that are being manipulated by the release of these images. The media is now force feeding us information on a daily basis, and slowly clouding our judgement, forcing us to think in ways, in which we would not normally consider. The public knows that we are at war, with Iraq but media fails to informs us of the real reason why, and fails to provide us with the total casualties suffered by American troops, but litters our minds with the scores of Iraqis that are being killed unnecessarily. These are the costs of war. Without information, we cannot know these costs, nor the justification for the war. Words are not enough to convey this information. Images such as these portray the true costs of war, but to what extent can we deem such ghastly images as acceptable. In any war, there will be casualties people hurt, killed or taken prisoner. In the current war in Iraq, numerous troops from both the allied coalition and the Iraqi military have been taken captive. When some American prisoners of war were shown on Iraqi television, U.S. officials accused Iraq of breaking the rules. Iraqis have accused Americans of targeting civilians, homes and hospitals. Each side accuses the other of war crimes. But in a conflict where one force is bigger, stronger, and more technologically advanced, some say the old rules dont apply.

A Summary Of Utilitarianism Philosophy Essay Utilitarianism, also known as the English common sense philosophy dominated the Western world during most of the nineteenth century. Utilitarianism is a normative ethical theory that places the seed of right and wrong solely on the outcomes (consequences) of choosing one action/policy over other actions/policies, hence also sometimes referred to as the Consequentialism. The history of this theory dates back to its true pioneer Jeremy Bentham ( 1748-1832) who gave rise to a new concept in hedonism: The Social Hedonism which was quite different from the Hedonistic doctrines of Aristipppus and Epicurus who are considered to be the fathers of Hedonistic school of thought. Bentham ; the common-sense British thinker is largely held responsible for the shift from egoistic (individualistic) hedonism to the Universalistic( social ) hedonism. He declared in his book Introduction to the Principles and morals and Legislation that all mankind is ruled by two basic masters; namely PAIN and PLEAS URE and that all human race is busy in the so-called rat-race of the pursuit of pleasure and the disapproval of pain.He also asserts that good can be equated with pleasure and evil with pain. Here comes in the big question that How should pleasures be graded as far as preference is concerned? Whether one should go for short-term and intense pleasures or long-term and mild pleasure take precedence over the former. He therefore came up with a detailed outline of principles regarding the preferences of pleasures in his Hedonic Calculus. According to Benthams calculus, he emphasized the significance of seven circumstances in order to determine the value of any action, hence presented a criteria for the preference of pleasures influenced by following major factors: Intensity: of the pleasure or pain that results Duration: of either of the two Certainity: The confirmation that pleasant event will be occurring. Extent: characterized by the number of people affected by the action John Stuart Mill(1806-1873) adjusted the more hedonistic tendencies in Benthams philosophy by emphasizing that it is not infact the quantity of pleasure, but the quality of happiness that is central to utilitarianism. He further argued that pleasure couldnt be quantified as stated by Bentham and can only be measured in terms of quality only. Mill advocates his rationality of ideas in the following famous words: It is better to be a human being dissatisfied than a pig satisfied; better Socrates disstatisfied than a fool satisfied The implification of this advancement by Mill lead to a belief that the calculus is unreasonable (there is a distinction between higher and lower pleasures). According to Mill, utilitarianism now refers to the Greatest Happiness Principle GHP. it seeks to promote the capability of achieving happiness (higher pleasures) for the maximum number of people. The Maxim holds as such: Greatest happiness for the greater number Act and Rule Utilitarianism The principle of utility can either either be applied to PARTICULAR ACTIONS or GENERAL RULES. The former is called act-utilitarianism and the latter is called rule-utilitarianism. Act-utilitarianism The principle of utility is applied directly to each alternative act in a situation of choice. The right act is then defined as the one which brings about the best results( good or pleasure) (or the least amount of bad results/bad or harm). Rule-utilitarianism The principle of utility is used to determine the validity of rules of conduct (moral principles). A rule, like promise-keeping is established by keeping in view the consequences of the rule. This can be achieved by imagining a society/world in which people broke promises at will and a world in which promises were kept. Right and wrong are then defined as following or breaking those rules. Kants Ethical Formalism holds that the rightness or wrongness of an act is an inherent quality which is independent of everything-time, place, circumstances, so on and so forth. Furthermore , this inherent or absolute quality of an act is independent of any results which follow from it, hence refuting CONSEQUENTIALISM altogether. Kants theory can be categorized as a deonotological because according to him, actions are not assessed to be morally permissible on the basis of consequences they produce, but rather on the persons will therefore his actions are based on duty and not consequences( henceforth refuting Utilitarianism right at the start). Monistic deontology as subjected by Kantianism is by far more consistent of a theory and can be universally applied to all beings. It is more plausible because even if the consequences of performing an action arent necessarily the best, the agent is still obligated to perform the action because it is their duty to do so. Therefore, ethically and morally they are doing the right thing.Kants theory revolves around Duty and Obligation. It is absolute since the morality of an action takes no regard of the situation it is in. Moral duty Kant said that we all experience an innate moral duty. The existence of the conscience and feelings of guilt and shame tell us when we violate this moral duty. He believed that our moral duty could be revealed to us through reason, objectively. His theory was based solely on duty. He said that to act morally is to perform ones duty, and ones duty is to obey the innate moral laws Moral duty Kant said that we all experience an innate moral duty. For Kant, the fact that we ought to do something means that it is logically possible to do ought implies can. Moral statements are prescriptive; they prescribe an action. If ought implies can then the statement, I ought to do x, implies that I can do x. Kant said that we all aim to reach an ultimate end call the supreme good, the summum bonum a state in which human virtue and happiness are united. However, since it is impossible to reach this state in one lifetime, he deduced that we have immortal souls to succeed. Thus, Kant believed in an afterlife where there is a possibility of reaching the supreme good. For an afterlife to exists, Kant said God must exist to aid eschatological justice. For him, God was necessary for morality not the other way round he rejected all classical notions of theism. Moral statements Kant believed that there were two types of statement possible. First, a priori analytic statements such as 1 +1 = 2 are knowable without external research and contains predicate within it. However, statements that are a posteriori synthetic such as, Jack is a butler are knowable only by empirical examination it may be true or false. Kant contended that moral statements were a priori synthetic. We cannot prove what someone should do just by seeing so moral statements are a priori. However, moral statements may or may not be true, thus they are synthetic. Therefore, Kant concluded that moral statements where knowable only through reason since they are a priori and that there must be a method by which to verify whether the statement is true or false. Good will and duty Kant argues that the highest form of good is good will. To have good will is to perform ones duty. To do ones duty is to perform actions which are morally required and to avoid those actions which are morally forbidden. Kant said that we should perform our duty because it is our duty and for no other reason. To perform an action out of desire for any self indulgent consequences is not a morally good action. Duty is good in itself. Kant believed that we should act out of duty and not emotion. A human action isnt morally good because we feel its good, or because it is in our own self interest. Even if duty demanded the same action, but it was done for a motive such as compassion, the act would be a good act, but the person would not be moral (virtuous) for choosing it. Kant is said to have devised a system of ethics based on reason and not intuition. A moral person must be a rational being. Being good means having a good will. A good will is when I do my duty for the sake of that duty. I do my duty because it is right, and for no other reason. But what does it mean to act out of duty? Kant explained that to act out of duty is to perform actions which are morally obligatory and not to perform those that are forbidden. The categorical imperative: It is the basis of Kants moral system and may be formulated as follows: Act as if the maxim of your actions were to become through your will a general Natural law The categorical imperative helps us to know which actions are obligatory and which are forbidden. Hypothetical imperatives are conditional: If I want x then I must do y. These imperatives are not moral. For Kant, the only moral imperatives were categorical: I ought to do x, with no reference to desires or needs. There are three main formulations of the categorical imperatives. 1.  Ã‚  Ã‚  Ã‚  Ã‚   The universal law -The ability to universalize: All moral statements should be general laws, which apply to everyone under any circumstances. There should be no occasion under which an exception is made. 2.  Ã‚  Ã‚  Ã‚  Ã‚   Treat humans as ends in themselves -Respect: Kant argues that you should never treat people as a means to some end. People should always be treated as ends in themselves. This promotes equality. 3.  Ã‚  Ã‚  Ã‚  Ã‚   Act as if you live in a kingdom of ends -Autonomy: Kant assumed that all rational agents were able to deduce whether an argument was moral or not through reason alone and so, all rational humans should be able to conclude the same moral laws. Kant sought to create a framework by which one could discover which moral statements were true and which were false. Immorality thus involves a violation of the CI and is thereby irrational. Other philosophers, such as Locke and Hobbes, had also argued that moral requirements are based on standards of rationality. However, these standards were either desire-based instrumental principles of rationality or based on sui generis rational intuitions Freedom Kant believed that we are free to make rational choices. Reason is what distinguishes us from animals. We have to be free to do our duty. But if we cant be free then we cannot truly be moral agents. Ought no longer implies can.
